A sign tells 'foreign visitors' that they must have a tour guide, because some of them have behaved 'inappropriately' at this Buddhist temple. A perfectly reasonable demand. But can you imagine a Western country saying anything to 'foreign visitors'? Suppose Asian tourists had been noisy in a French cathedral. Can you imagine the French government allowing the cathedral to put up a sign complaining about it?
